Under the Texas Property Tax Code, the USPS postmark date—not the receipt date—generally determines whether a mailed filing is considered timely.
However, recent changes to USPS processing may result in mail being postmarked at a regional processing facility rather than at the time it is dropped off. This can lead to a later postmark date, potentially causing a filing to appear late even if it was mailed on time.
To avoid this issue, the Brazos Central Appraisal District and the Brazos County Appraisal Review Board recommend that property owners and agents:
- Mail Business Personal Property Renditions, 1-d-1 Special Valuation Applications, and protest forms several days before the deadline, or
- Request a hand-canceled postmark at a USPS counter, or
- Use certified mail or another carrier receipt to document the mailing date
Failure of the Brazos Central Appraisal District to timely receive required documentation, such as Business Personal Property Renditions or 1-d-1 Special Valuation Applications, may result in penalties as prescribed by the Texas Property Tax Code.
Additionally, failure of the Brazos County Appraisal Review Board to timely receive protest forms may result in dismissal of a late-filed protest, unless the Appraisal Review Board determines that good cause exists.
